one of the input file is meteo records for each day from 1985 to today.
each row is a day record of temperature, pressure, windspeed, etc.
The output file will need to show the average values for each month for each year (for example average temp may 1985, june 1985, july 1985 and so on) and the year average (for example 1985 temp average, 1986 temp average and so on).

This is a very simple script, I can write it in python in about an hour. Do you need only the average values? If it's only the average, you can just import the values and compute sum(v)/len(v), where v are the values.
