Online Payment Gateway and eWallet (like Cashu and Perfect Money)

Hello Geeks In My country online payments are not present at all and there is no way to pay online Paypal account when created are locked only to use credit cards to fund account Moneybookers, Alertpay... and others are working but it's complicated for people to a verify their accounts and fund them with bank transfer so we want to create a local payment service like CashU ( fund with pre paid cards) What we want is 1- A payment system just working like moneybookers or Paypal but you can only fund your account with --Pre-paid cards-- and --moneybookers-- 1- they can only do a withdrawal to bank account 2- must be only from my country 3- possibility to create "Simple" and "Merchant" account 4- easy integration of my payment system 5- i can translate it easily to many languages 6- a good admin area 7- A nice and Clear ( very important because for people who never pay online before ) template customisable automatically when translated to other languages 8- a clear "My account" section with All features 9- possibility to send money between accounts 10- possiblity to easily edit all fees in percent or fixed fees for admin 11- add the feature to add a pre paid card's number to fund the account 13- add a ssl and integrate it and fully working 14- make the website as secure as possible from hackers 15- // very important // in Admin section, try to find and easy way to manage and add valid pre paid card number Via CSV for Exemple and with card number, value , active or not and may be others features please help as in this important section give as a software to generate keys and to test them if they are valid in the website you have the choice to use the best way in you think 16- we will give you the country name , the states list and the currency code (two letters) 17- we will give you a hosting account with most recent features and an SSL how it please tell us if you need any other thing 18- add easy html editing of all (About, Terms ... Pages) 19- compatible on nearly all browsers ( IE Google Safari Opera .... ) 20-allow to Deposit features from : PayPal, Skrill, PerfectMoney, [login to view URL], 2Checkout, Regular Mail, Exchanger Partner (Merchants ) Withdrawal funds features PayPal, Skrill, PerfectMoney, [login to view URL], 2Checkout, Western Union Exchanger Partner (Merchant) , ect Configure it to make Deposit by credit Cards 21-after make Deposit or withdrawal process , it will be pending and the admin can confirm on it before it done . 22- want nice design (like stripe) 23-every client Account own Account No like ( 5254 4575 5421 5478) (Note ): if there is ready script and professional script , i am ready to buy it , if there is new professional ready website i am ready to buy it too .
