Machine learning - Spinning API service on Azure VM

HI...I am looking for a spinner algorithm implementation (something like [login to view URL] or Spin-rewriter) of my own . I need to create Unique content outputs from my existing collaterals(in word,xls,csv) on a scale (some 2000 articles, per day). Pls advice correct algorithms references on chat with your quote. We need a basic html on VM, which a functional user can access and upload CSV. AND an input API which any restricted channel can access on demand. The output content should be human readable and downloadable in API and CSV format. Algorithm should be intelligent to understand the human behavioral context, remove the garbage html signs and give a clean output in the form of API and CSV Downloads. All API(incoming and outgoing) should be managed via Azure API mgmt, for secured API usage. If someone can produce an Output as good as [login to view URL], then it is immediately welcome.
