The task here is essentially one I would describe as 'flagging and filtering', in other words, use your criteria to mark those rows in the original data you need to look at, according to the criteria ('static data') you mention. This is an exercise I have spent many years doing in the banking sector. I will describe the approach I typically take to this task below. This is best accomplished using both Access (for data processing) and Excel (for presentation). First, import your data dump and static lists into Access (each with its own table, cross-referenced to each other), and run a set of queries to flag the relevant rows. The table holding your dump would have additional columns (one per criteria), and when a row of data meets the criteria Access would place an 'x' in that column. After all the queries have run we filter out those rows that have an 'x' in all the criteria columns, and dump it back out to Excel for you to examine. Alternatively, we can output the entire data set back to Excel (with a filter along the column header), so that you can filter the data manually. Once we have the system built you can then repeat the exercise for other data dumps in the future. I document all my applications thoroughly so you would have a full understanding of how it is structured and the content of each SQL query and VBA procedure.

I have read your description and I see that It is possible to accomplish what you want, based on my current understanding of the problem, in either Excel VBA or C#.Net. I can make the Excel workbook containing the code import data from Workbook to process it. This will allow you to separate the code from the data (assuming VBA is used). C#.Net is a more robust language since it is compiled. It requires Visual Studio tool (free) to maintain it. It is not a trivial language to pick-up quickly though compared to VBA. I am not sure about what you meant by "...showing how to edit search parameters." - What search parameters do you expect the application would have?
