I'm wondering, is there any way that I can exclude or extract some specific CSS properties from one CSS file to another?
For example, I have a [login to view URL] file, from which I only want to extract all the background and color properties to another CSS file. Is it possible in any way?

Yes it is possible to add some css in other css file and add that css file in our main HTML/PHP file, I'm a full time freelancer I can start work immediately.

Yes, it is possible.
I can write a python program to read the css file and find the background and color properties and copy or cut and paste them into another css file.
I can do this.

In one sense yes it is possible, But it depends on your html,
Because each html have a class name.
and styling included under this class name can be applied to that html element.
so either you include styles in another css file or not but as long as your html has specific class it will take that styles.
