Build an Augmented Reality app that uses beacons.

I need a AR app. The idea behind what I need is very minimal and simple. I am looking to use a beacon to display a augmented arrow over and individual who has the beacon. Please note: if you have a better idea as opposed to a beacon such as possibly RFID, let me know. I need this solution to not rely on line of sight. Therefore YOLOv3 or other image recognizing methods will not suffice. This solution needs to be applicable both indoors as well as outdoors. As far as the application physically looks on a device, I want a clean design that looks professional. I want this for android only. No need for IOS. What would the time line look like, the price and the deliverables include? (I do not need or want this published to the app store.) I need 2 beacons to be programed with the same AR arrow and the app made entirely from scratch. The beacons must have a very very long battery life. (Non rechargeable beacons only) and they must be very small beacons. The size of a dime or smaller. (Ideally the size of a ticktack, however, I don't know if they come that small.) I have pictures of what I want the app to look like. I will not be able to share anymore information until I receive a signed Non-disclosure agreement and a Non compete agreement. After the beacons have been programmed I need them shipped to my address. I would like to eventually have more beacons programmed. Therefore, I will need any and all source code and content the derives from this project. What I need from the developer I choose. Sign documentation Ie. NDA, NCA. Program the AR app from scratch. Provide the beacons. Program the beacons with bright red flag. (Something nice not just a simple Microsoft paint flag.) Ship the beacons to my address. Provide daily updates. Provide revisions until the job is done per my request. Do all of this in a timely manner. Whoever can prove themselves to me will be rewarded with more work than they can handel.
