Ipad app to play video on launch

Hi, I can build this for you right now for iPad. Will the video be bundled with the app and play locally, or will it be streamed? If it is local then I will be able to make the app loop for infinity or unit stopped. Once stopped there will be a play button to start again. Will you be providing the video? I Needed to ask if you will be able to deploy this to your own iPad with a provided Xcode project, or if you have your OWN Apple developer account then I will be able to get the app on TestFlight via your own account with temp. access to your details.
