Online application to follow up team pendings -- 2

I need to have a webpage for: 1.- Review what objectives our team have 2-. Review what actions are we doing to accomplish them Each team member should see their own objectives/tasks, but when we review the team performance, the "manager" should be able to see all the activity. We review everyday in the morning the pendings and tasks, and we take decisions. Next day, we review what was accomplished, and what needs to be done. Currently, each team member follows up their pendings (in paper) and updates the progress by email at night. One person concentrates all the reports in this single EXCEL. I'd like to have a system that allows each team member to update their objectives without the need to be sending manually the new status I need a programmer that understands the logic, and design the solution. I can't work with a programmer that asks me every detail of the solution. I'd request that the interested programmers, can propose how would they accomplish the job (what programming language, how many modules will include, etc.). A similar application to this is "[login to view URL]". There you can see a nice interface similar to what we need. Attached is an example of an excel file with one revision.
