Red 5 configuration/installation to Windows Server .NET 4.0 & Flash Application to record webcam video

Looking for a developer with experience installing and configuring the R5 streaming media server on a Windows server in a .NET 4.0 environment, to capture and record browser-based webcam videos, limited to 15 seconds (configurable). We need the R5 media server installed, configured, and any needed ports opened in Windows Firewall, The server should be configured to save uploaded video streams to a specific (configurable) folder, with a user ID and an event ID. We also need the code to launch a flash application (in browser) to record a webcam video (with a configurable time limit, and with audio) with a live preview, which is streamed to the R5 server and saved. Once the video stream is uploaded, we need to trigger a method in [ASP.NET][1] to log the recording to the database and convert the video into FLV format (if it's not already in FLV).
