QuickBooks Automatic Credit Card Billing Module

Quickbooks 2004, Basic Edition I am seeking to have a module developed for Quickbooks that will automatically run through the list of active customers, and if it detects a balance greater than $0.01, attempt to bill the credit card on file for that individual or business. I utilize the Quickbooks merchant credit card service. If the credit card fails, I would like to have an entry written to a CSV formatted file with the following information: Date, Customer Name, Company, Email, Telephone, Amount of Charge and last 4 digits of credit card used. I will require an installer or MSI package upon completion of this project so this can be easily deployed on multiple workstations that we run. Thank you!
