Website Directory Project using Existing Template

I'm looking for a developer who can take an existing design template and bring it to life. Here is the design template that I have purchased: [login to view URL] I am not concerned about the appointment-booking aspect of this template. I am primarily interested in creating a searchable directory of office locations and expert profiles... and the ability for users to review the offices and experts. It is important that the site/pages and their URL's are highly optimized for search engines. In addition to the functionality above, I also need the ability for experts to claim their profiles. Once claimed, they would go into a queue in the admin that I would have to manually verify and authorize access. Once authorized, the experts can login and manage their profile. In the admin, I would like the ability to weight office and/or expert profiles so they appear higher in search results. I would also like your help to setup and integrate into an ad platform... I am open to suggestion. The template design that I have chosen is already responsive and displays nicely on mobile devices - it is important that it stays that way. I will provide access to the server environment for you to use for this project. Let me know your requirements for server-side programming and database. I will provide the data - approximately 1M records - we can agree on the database schema that you can map to. I will take responsibility for loading the data.
