Need to make custom popup message appear in Windows when certain files are accessed

Not sure if this can be done or not, please advise. Looking for a script/program that would make Windows display a popup message when certain files are accessed. This will have to be done on all shortcut files (.lnk) whose filenames begin with "Media - ". So if anyone tries to: a) Open b) Copy c) Attach d) Compress (zip) e) Upload one of these shortcuts, they should receive a popup message warning in Windows. If it matters, the shortcuts are located on a terminal server. Many thanks

What you are asking can't be done. What you can do is to change the shortcuts target so when it's launched it will point to a script which will first display the pop-up, then run the original application.
