OnScreen PDF & TIFF Architectural Drawing Reader with Take Off Abilities -- 2

On Screen Take Off Application for Architectural/Structural Drawings. C WPF MVVM any compatible Codebase that would still be able to incorporate into my application and use my SQL Database. I need to create a Windows Desktop Application that would be able to: open and save PDF File read PDF File edit PDF File Create measurements (Lineal Foot, Square Foot,etc..) for Construction Architectural Drawings.
