Zbigz or Torrific type website

I need a guy to design the completely similar of zbigz.com. Unique design is preferred but it should work similar like [login to view URL] and should look professional. I hope you have came across [login to view URL] (which is currently down right now), I need you to design website similarly and add Paypal or by using Credit Card as payment gateway. The website should function similarly like zbigz and I must have option in Admin panel to change each and everything setting and to limit freedom to free users and to give maximum usage of my bandwidth to premium users. To free users the direct downloading should be generated after 60 seconds of wait and where as for premium users direct download should be generated instantly. I need all these options in Admin panel.
