Hi. I can make this pop-up for you. You need to keep in mind that there's no way for us to know if the user actually rated the game. Google play has no API for that. Also, for Facebook/Instagram we can just make a button or we can use their api to check if someone is following/like your page that this process is going to cost extra. Have a nice day.

Realistic and inflated timeline perhaps, but I've been doing these estimates for a long time and I know about planning for contingencies.
