Video website

Hello all, I'm looking for an expert WordPress developer that will bootstrap the development of my video sharing portal using WP and existing plugins. In a nutshell, the portal will allow one group of users (free membership) to create video libraries. Another group of users (paid membership) will be able to view those videos once they pay the monthly membership fee. Monthly membership fee will depend on the membership plan they've selected. Also, the free membership users will be able to create "social profiles" for their video libraries that they can use to "spread the word" about their profiles using social media (FB, Insta, Twitter). This is a POC site so I do not want to invest money into custom coding; most of the work if not all should be done using the existing WP plugins (either free or paid). Additionally, please propose a preliminary list of WP plugins that you will use to complete this project. Also, do you use any type of online system to track the progress of this project?
