Build a similar website based on a free theme (Graphene?)

Hi there I would like someone to setup a basic website based on the one below but one which initially will only need to have around 5-6 menu items and maybe 10 pages in total. [login to view URL] I do not need you to enter any content apart from any dummy text and images you may need to display the demo site for me as I will undertake that part of the task once the basic "shell" is constructed. The three most important features that I need incorporationg would be the password protected PDF files (under the documents tab), the ability for me to give my customer "limited" access to the dashboard in order for them to make posts to the news page and also a functioning calendar. I'm not entirely sure but I think this website is based on a free theme which can be found here. [login to view URL] I have "checked out" the site on my Galaxy Note 3 and it looks OK but if it could be made a little more "friendly" for smartphones and tablet devices even if it means using a different theme I am of course open to any suggestions you may have. There is not great deal of urgency with this job (2-4 weeks) so if you wanted to use it maybe as a "filler" between your other jobs then that's fine with me.
