Build a Website - Repost - open to bidding

I need a mlm backoffice website. I need it to have the ability for new users to register and to select if they will be a virtual agent or an in-person agent. Once Users are registered I need to be able to have a mlm hierarchy with genealogy tree showing downline and upline. I also need to be able to manually enter sales for users in the admin side of things as well as see reports for these users. I need the system to automatically calculate commission rates for the seller as well as upline (all sales will be manually entered by administrator) I also need all users to be able to see personal commissions as well as income from downline. I would prefer a way to send out messages to everyone from the admin side and also on the user side an option to be able to reach out to their entire downline. Hoping to keep this project to under $250 if possible.
