Create an iOS and Android app compliant with appleStore and PlayStore

I need someone to create an iOS and Android app compliant with appleStore and PlayStore . The app should be functional and professional. The app should also be able to switch the phone in to lockscreen state and mute on notifications of social networks, Whatsapp for example. The user after installation allow the app to switch off notifications when the tag bluetooth will be [login to view URL] the user if he want excluding limitation can activate app if he wishes such as maps. However this app will do that when the smartphone detects my tag bluetooth (sold in my shop) near the smartphone. In any case the smartphone will be able to receive and call. L'app deve avere la capacità di bloccare le notifiche dei social network come Whatsapp. Questa app si deve attivare quando uno specifico tag bluetooth (venduto dalla mia azienda)si trova nell'area dello smartphone, lo smartphone deve entrare in una situazione di lockscreen dove consente solo di effettuare e rispondere alle telefonate. L'utente all'atto dell'istallazione dell'app accetta di bloccare le notifiche dello smartphone con eccezioni decise da lui, come app per lanavigazione per esempio.
