The last year I have already created a few programs that uses the API of for example blockchain.info. I have working code available to process JSON. I had a quick look at the Bittrex website, and there is a public API available to retrieve the order book. You say an alert has to be given whenever a new order exceeds a certain amount. How do you see yourself providing those values? Within the program, in a separate file, ...? There are several possibilities. We can still discuss the details later through the chat. I can create a Windows program for you made in C# which is able to use the Bittrex API to display the information you want. I myself use cryptocurrencies and exchanges, including Bittrex, and I have used their API before. I could have this done for you within 3 days.
