Perl coder to modify a broken code. Fix is for the code to send a request to Windows server app called SimpleDNS plus

I'm looking for an expert Perl coder with extensive experience to modify a code that is broken. The code needs to be modified to send a request to a Windows server application called SimpleDNS plus. We operate like GoDaddy and each domain name registered to our site are offered with a free domain forwarding. Our customers will choose domain forwarding feature and add the target URL for the domain name to redirect. This code used to work. It stopped due to our recent migration. We also learned that it stopped working because the code is no longer sending a domain request with records to our Windows server. We don't know if the code broke or folder path files were changed. In the past, when the newly registered domain name chooses our domain forwarding feature. Our code will send a request to our Windows server to add the domain name with multiple records using SimpleDNS plus - the software we use to compile all the records domains by creating a A, CNAME, and URL for the domain to automatically redirect when typed in the browser. This code was written in Perl, so you will need to know how to send a domain request to another server remotely and add records. We will provide an access to this file, folder path, test account with one domain name, access to our site, access to Windows server where SimpleDNS is installed.
