Android Simple Application uses BT 4.0 (notify when proper packet received)

I am looking for person/company who will create a simple Android application. The app: - waits for Bluetooth 4.0 packet and then add in a list of the main window: "(Date&Time)New email received" (Bluetooth should run as a background service) - displays an notification if some email is pending (click on the notification cause opening of the main window with emails list) - the main window should indicate number of pending messages and number of spam and only one button to clear the list - provides simple settings window (to set application behaviour - notify about spam etc., change language) - The UI should be simple (we will do it ourself) .
