If you have the right authority, temporarily disable triggers on the tables and then migrate. Also, remove any CASCADE clauses before migrating. Also, GCP's managed MySQL option imposes a few extra constraints on the tables that an On-Premise MySQL DB doesn't have. Are you using the InnoDB engine on-premise? If these tactics don't help, I can take a crack at it if you'd like.
