Your general description wont help. Database can be optimized via MYSQL with various ways. It can be also be optimized in a different way via PHP script too. SO discuss with me more please. PHP/MYSQL developer who can work in US timings with you.

I believe whatever DBMS is in use works great only if the Database is properly in a Normalized form - usually in 3rd normal.
