Complete Online Marketing Guru needed

I am looking for a person/team who can commit several hours a week to promote a New Freelancers Website. I require someone to improve search engine ranking/reciprocal links/Forum Posting and any other means of marketing the site. I am looking for a professional who can do what they say. I am open to suggestions on how to create a continual advertising strategy but i am mainly interested in results. I am looking for a complete solution and budgeting outline for the marketing strategy as well as any advice regarding improving noticibility of the site.
