Need SEO help to get the word out about my site and others.

I have a site that deals with transportation. I would like an individual to help me optimize the site for search engines and also help me get the word out about it. What I will be doing with the site..I will try to arranage pedicab, car, limo, taxi services for people along with other sea and air rides. The focus is on New York City and the surronding areas..as well as tourist areas, airports -JFK and LaGaurdia. The website will also promote local business that work with people on the go link restaurants, hotels, and bars...all businesses that have customers that use these type of rides to get to and from them. I will try to start a big webserver farm of these type of businesses --that can mean a lot of work for the right individual ..if you are good enough.... I would like the following: 1) a good list of keywords that you will use on the search engines. 2) I need a strategy -a plan that you will stick to and i can monitor. I do not have money to throw away..so i will be monitoring my sites rise to fame :) 3) I need a list of SEO tools to gauge how my ranging is increasing. 4) I need a weekly report of website submitions...I will be checking if the link building is happening. 5) I expect to be on at least page 2 of google,msn, aol, ask,yahoo and other search engines that you give me a list of. 6) I will give a bonus depending on how many of them reach page #1 ranking. Again-I do not expect this to be an over-night thing...I do expect time..but if you can get me to page 2 on yahoo,msn,google,aol,ask.....i will pay a good bonus..you get me to page #1...you will get a hefty bonus.
