Question and Answers Website

I need a website that will work like reddit's IAMA category. You know reddit is a huge website, I will launch a website that does the IAMA part of the reddit. Users can post Ask Me Anything topics, and users can ask questions to the person who opens the topic. I need the website to have a unique interface. So you will make the design. I have a design that outsourced which I didn't like much but I will share it with you to have an idea what I want. I want the website in PHP or Java. Database is MySQL. I will launch the website in Turkish, so you will also need to provide an easy way for me to translate your code. I also want the karma system. When users open topic, post a comment, or have upvotes, their karma point will increase. People's karma point will make their posts seem at the higher areas of pages. What I want here is simple, so no worries. If someone has 10 karma points, their topic will start as like they had 10 upvotes. That's it.
