79061 Need Immediate Email System

We had hired another programmer from here to do this job - which is now 45 days late and does not work at all - looks like a bunch of 2nd graders wrote the script...so we need fast immediate work...this time we pay no money until the script is on our servers and working 100% with bugs fixed and adequate speed. We need a email system similar to [login to view URL] but with a couple of minor changes. Needs to be able to handle 1000's of users and millions of email per day with good speed. The change we need is to allow the users to set their account to either hold the mail in the inbox, autodelete it upon arrival or hold for 1 hours before autodeleting. We also need to collect email addresses of all incoming mail anf allow the individual user to be able to download their collected email list. We need the standard features like forwarding, filtering, etc. This can be a "off the shelf' system modified - it does not matter.
