Improvements to existing Picture Hosting Website script

I own a photo hosting website script that was developed by another [login to view URL] coder who is now too busy to take on new projects. I am looking for someone to make improvements to the existing script and continue to update it as I need new features. A copy of the script can be viewed at: www.photovise.com. I can give you access to the Admin account by request. I have run into several problems with websites running the script which include: 1) Users posting inappropriate / adult pictures 2) Users hot-linking pictures and using too much bandwidth 3) Hackers running bots on the website to create fake profiles, etc. 4) I am not making any revenue To fix these issues, I would like the following implemented: 1) Warning messages added that notify visitors to not upload inappropriate or adult pictures to the website. If a user violates the rules, I would like an easy way to flag their images so that they are replaced by a "TOS Violation" image and are notified. If a user continues to violate this rule, I would like an easy way to ban the user entirely (username, email address, IP address) 2) I would like to set a monthly bandwidth limit for each user. If they exceed this amount, then all their images will change to a "User has exceeded bandwidth" image (similar to what Photobucket does). These limits will reset every 30 days and their images will show up again. 3) CAPTCHA validation added to registration form, etc to prevent bots. 4) Modify html templates to include spaces for advertisement banners
