Decode Audio from MPG/AVI video

Hi, working from Visual Basic 6 I require code, a library, dll or activex that can decode the audio from an MPG or AVI video and write it out as a 44100Khz stereo WAV file. The format of the command i'd like to use would be something like DecodeAudio StartTime,EndTime,[login to view URL] Start and End time would be in hr:min:sec:millisecond format. We would have to have some kind of progress feedback available to the program, as it is anticipated some of the decoding operations may be quite lengthy. I believe such an approach is possible using DirectX? But anything, even C++ dll that I can call from VB would be ideal. Can anyone help?
