hi, as you mentioned files must be submitted to database. Once submitted they hall be available for download to your end of you want some kind of management system to manage the files

So I believe it will not be a scanned document? Then this task can be done (PDF to database) using ASP.NET C# 4.0 framework using MS-SQL database ( need to have windows server).

Dear sir, It looks a one page application. Uploading of files to db at client end but what is further needed in shape of retrieval of those files. I mean Isn't there any requirement after upload, if yes make it part of app. Your job will be done using php/mysql, css, html, jquery, etc. I assure u a quality work.
