Script with popups on click

I need a script (PHP preferably, but you could use any language you feel is best.) The script should: --Read a data file in Unicode, which has the format: This is a paragraph of &text& and there are &some& words marked as &having definitions& which will pop up. Here's another paragraph that &has& definitions &too&. &&& Glosses &&& text==wénzǐ some==yǒude* having definitions==yǒu dìng yì lā has==yǒu too==also (The texts and definitions may be in a non-English language that is Unicode-compliant. Words will be separated with spaces, but there may be multi-word definitions and multi-word items being defined. --Display the file on a Web page: 1. Displays the file, with the words to be glossed shown with a different color background (very light gray); 2. If the user clicks on a highlighted word with the mouse, a popup box appears at the top center of the page and displays the gloss. This box always appears at the same place at the top of the screen, even if the user scrolls farther down the page. There should be a unique URL for each file display page generated, so that the teacher can give the student the URL and student can go straight to the page with the pop-ups and read.
