The mention of Mahout tells me that you are using Hadoop for big data. The cost and time is based on the assumption that the 3 algorithms need to be programmed on top of the performance evaluation. I have experience with Hadoop and can deliver the results you require using the performance metrics that you prefer be it misclassification error rate, ROC curve, etc
