Hi, I would do the program in C#. I've done such things before. Specifically it was modules for code scanners. However to do the projest for you I would need some more detailed info.

I can do this for you, your requirements sounds simple enough I don't think I need any explanation why I could do this. I suppose you just need to send key presses to normal windows applications, if you need it to be driver level simulation, I can't do that in your budget. I'll need detailed specification about your serial data format and mapping rules. And I could lower the bid to 80 if you accept that it will be a console program(no GUI).
