Microtik Simple Queue Script

We are a ISP and we use Microtik RouterOS. So, I need a lot of things done, but lets start with 1 small script. Once this is done, then we go next. So here is the first one details. We use hotspot and PPPoE both in our network. Normally the hotspot users will always on top of its queue type. Only then they work as per the defined plan speed. But since last few days, Im watching some weird behavior. The hotspot users are going the queue type and they are all open. Meaning, 2Mbps customer downloading at 40Mbps. And so on. So basically we need a small script or command written, so that it should auto move all hotspot users to the top of the specified queue. Basically. some kind of cron job setup or something, so that the script should automatically check in every 5 minutes for every hotspot login and move to the top off the hotspot queue .
