Hello, I just finished reading through your posting and had a quick look at the attached image of the character and this is a project i would love to help you out with. I can have this retopo'd for you within 1 day of you accepting me for the contract, I left 1 extra day in the estimated time for any revisions if your rigger has any topology concerns. I can promise you the character will be retopologized correctly using proper edge flow for animation, I wont just be hitting a z-remesher button.
