UI/UX Ecommerce Website

I am looking for an experienced website designer who has extensive and proven track record in designing and developing superb Ecommerce websites. The person must have a great command of the English language and must have User Interface (UI) and User Experience (UX) expertise and preferably be based in North America. I am looking for someone who has worked on Complex Ecommerce websites, Market Place websites and Social Networking websites. They must be experienced in the latest UI and UX features including best practice principles. I would like to see evidence of the work you have done to check on the quality and accuracy of your work before I agree to assigning the project across. I have PSD designs of the website (but about 45% of which will have to be redesigned). I will provide you with a site map, but I will need help with organizing the site. You will decide on the best CMS based on the site requirements. The rest will be worked out in collaboration with myself. You will not be starting from zero so this is reflected in the price of the project. You will also need to integrate google wallet and authorize.net. There are other features as well, but these are mostly standard features for any Ecommerce website, such as the ability to add optional products and services (light customization) to a particular product or POS System, before checkout. Also, we you will need to design 8 banner ads. We will provide you with the photography, you will add the text. We are not looking for 'from scratch" design here, so this shouldn't take too much time. Must be completed within 3 weeks for the entire website. I have attached our current PSDs, several--but not all--of which need design revisions, including icons and such. I like the homepage, but am not pleased with the rest of the design.
