CSS Expert Needed

Hi. Please read carefully. I am only looking for bids from people that are very competent in modifying responsive wordpress themes. Please don't bid if you don't have the relevant experience. I am looking to have some edits made to my responsive wordpress theme. Specifically, I need the following edits made to the header only. 1. Add a background image to the header. The background image is 2560px wide and should NOT distort at ANY resolution. As the resolution decreases from 2560px initially the sides should get cut off. At 1920px and below the image should shrink proportionally in height AND width. At mobile and tablet resolutions the elements should stack one above the other. Multiple screenshots will be provided so that this will be very clear. 2. Add social media icons and a title Notes: The current theme already has a profile photo and contact info that work responsively. You will need to adjust the location of these slightly. Screenshots will be provided for the location of these items at different resolutions. However, the website should look good at ALL resolutions. Please ask for the screenshots. Also, I prefer someone that can start this right away and finish quickly. Thanks for bidding.
