I see you need around 18V out of the voltage generator, from 3.7V of a battery, which means you need a booster circuit on the PCB board the voltage of the booster controlled by a 16 bit ESP's PWM again we can have a 24 bit ADC like ADS-1115 I will build the Android app to send/receive data to/from the ESP32, as well as the IOS app ( you need budget here for it ) I will design the PCB layout as per your requirement, we have small/standalone ICs for booster circuit, ESP32, charging circuit as well as the ADC circuit send me a message so we can discuss
