Collaborating with Related board design teams; evaluating components, materials, and suppliers; Identifying and resolving design integration/interface issues thermal problem Determining and establishing design specifications and safety standards.

Could you be more specific about the scenario where you want to detect the phone? Generally when the phone is not emitting any signal (when off, sleep, airplane) you cannot detect it through the available technologies on the market. You have to apply some special hardware that you might not have acces in your market or that is more expesive than you r budget. But if you can describe the scenarios where you want to detect the mobile phone, maybe there can be better and more accessible ways to do it.
