Do you have ssh access or only cpanel. Also it requires knwing physical location of the root directory of apache on your servre.

Hi, this is a very simple task, just edit the crontab, the script will automatically run once the machine is on, and the transferring jobs will also be done by cron job using like scp or ftp.

If it doesnt have Python preinstalled, a root access would be needed to setup the python run-time).

This is a very easy thing for a Sysadmin to do. I would feel wrong taking 20$/hour from you for this, but shouldn't undercut the market rate. :-) Adding any additional python modules is a 30 second job, adding this to cron and verifying output files are available with the proper permissions in your public_html is less than 5 minutes. If you like, I can show you how to do this all on an ssh command line and save you money before you next need an expert.
