Vehicle tracking system using U-blox

Hi , I need a electronics engineer who can design a vehicle tracking system with our specification. The unit has to be done  with a micro controller at the center and all the devices connected to it . We do not want to use open CPU architecture as the device has to communicate in multiple ways . The unit has to communicate with the following devices 1. OBD :  this is an external device and will communicate using UART 2. BLE 5.0 or 5.1 module , it will communicate using I2C or SPI based on module selected 3. Ublox neo 8 M 4. 4G module  for communication with 2 SIM 5. On board altimeter 6. On board RTC with independent battery 7. 6 Axis accelerator 8. on board memory 9. On board WIFI The device needs to have spare 3 UART for the following 1. Xbee 2. Sensors 3. any other device We need to have 6 digital inputs and 6 digital outputs . we need to have 4 analog inputs . The power supply of the devices has to be designed in such a way that it does reverse polarity protection and other protection against power surge .   On the software side we need to support FOTA using 4G /BLE/  wifi network 2 Versions of PCB needs to be designed one with 4G antenna and BLE antenna on board and one with external antenna.  for both the devices. The device  should be able to communicate with Android phone for data communication using wifi (WIFI range required is very short distance) . The Ble will be used for data communication as well as a location marker/ identifier . The Size of the PCB is not a major concern . All connections should use industrial grade connectors . The Audio In/Out port of the 4G module and the Video In port needs to be taken out for connecting a camera externally . The application should be able to send data to the server using 1. HTTP stateless 2. HTTP state full 3. video data using any standard protocol The developer has to deliver the following 1. gerber data for PCB production 2. proper schematic 3. Source code for the product 4. 2 working samples The cost for the components up to Rs 20000 will be reimbursed to the developer .
